Annual Road Program

Each year, the Department of Public Works reviews street conditions to develop its annual road reconstruction program. The program is based on a number of factors such as street and sidewalk conditions as well as past and planned utility work. The proposed program is presented to the City Council Committee on Public Works, which then reviews and makes recommendations to the entire City Council.

Complete Streets 

Projects within the Annual Road Program involve substantial reconstruction and improvement of the road surface, sidewalks, and associated infrastructure. The City uses these necessary reconstructions as opportunities to incorporate Complete Streets design principles and infrastructure in accordance with the City's Complete Streets Prioritization Plan. The improvements include repaving and re-striping, new granite curbing, traffic flow and safety enhancements, stormwater management infrastructure, and beautification. Many of these streets have already undergone substantial utility work in preparation for road reconstruction.

The road reconstruction projects happening throughout the 2026 construction season are broken up into three phases. Phases have been determined by previous allocations of funding throughout the past several fiscal years.

Fiscal Year 2026 — Phase 1 

Newport Construction Corporation will be working on the streets included in Phase 1 of the Annual Road Program, and Bobrek Engineering completed the design/engineering plans.

Short Streets and Connectors

Short Streets and Connectors are smaller street sections that provide connections to higher-volume transit corridors. There are not currently any ongoing or imminent short streets and connectors projects.

Long Streets and Collectors

Long streets and collectors projects are longer stretches of roads or important road sections that see a high volume of vehicle traffic and are undergoing full reconstruction and redesign. These projects are typically more time-intensive, and the end-resulting roads use Complete Streets design elements. This includes granite curbing, new sidewalks, ADA-compliant ramps/curb cuts, beautification elements, traffic calming measures, and stormwater management infrastructure. During these construction projects, residents can expect substantial impacts such as full road closures and detours, as the process involves utility work, sidewalk work, and full road resurfacing and redesign using heavy machinery. 

Further communication will be provided to affected abutters for each project, but residents should always allow for more time when navigating areas that are included in Long Streets and Connectors projects.

Milling and Overlay

Milling and overlay is a process that extends the life of roadways without requiring a full-depth reconstruction. This process is used on roads where the surface is deteriorating, but the sub-surface materials still have substantial integrity. First, crews mark out the extent of the work and all utility infrastructure—this stage of the process should not disrupt traffic or impact residents. Then, the top 1.5" of the pavement is milled off and replaced with new layers of asphalt, resulting in a smoother roadway than pavement patches. 

This process is usually used on shorter stretches of road up to 500 feet in length, and it is more cost- and time-effective than a full reconstruction. The work takes 3-5 days to complete, and residents can expect intermittent lane closures and detours. Typically, at least one lane will remain open to vehicle travel during this process, and police details are present to direct traffic. 

Newport Construction Corporation will be conducting the milling and overlay work throughout the 2026 road construction season.

2023 Annual Road Program

Roadway reconstruction entails removing and replacing the existing roadway, regrading of the road, and rehabilitation of the roadway base.  Per City Council directive, roads that undergo full reconstruction also receive granite curb installation, new concrete sidewalks and driveway aprons, and ADA-compliant accessible ramps.
